This chapter describes manifest output records used by U.S. Customs and Border Protection (CBP) to provide a Port Authority or Service Bureau with a copy of data previously received and successfully processed as part of an original manifest submission or manifest amendment. Each Automated Manifest Download transaction contains the data for a single Bill of Lading. Thus, a manifest input submission containing multiple Bill(s) of Lading may result in multiple Automated Manifest Download transmissions to the appropriate Port Authority or Service Bureau. The output records provide all identifying information for the manifest, bill of lading, reference information, shipper and consignee, notify parties, in-bond information, containers, cargo descriptions, marks and numbers, and hazardous materials.
Automated Manifest Download transactions will use the Application Identifier (on ACR record) of “DC”. This chapter provides descriptions and format requirements for each data element contained within each output record. Refer to the section Output Record Usage Map for a layout of mandatory and conditional records and looping structures.
For Manifest Amendments containing Hazardous Material, it is possible to receive another HAZMAT Download with the VID, H1, and H2 segments that were previously reported from the original manifest submission. The HAZMAT data from the Amendment should supersede that from the original HAZMAT Download.
General Rules for Output Transmissions from CBP:

Spaces are transmitted in all data elements marked ‘filler’.
-
CBP transmits ONLY uppercase ENGLISH alphabetic data.

CBP transmits ONLY displayable characters found on a standard keyboard. Low-values, carriage return characters, or other non-standard characters shall not be transmitted.
OUTPUT RECORD USAGE MAP
Conditional output records and fields will be populated only if the corresponding records and fields were included in the original or amended manifest submission.
Since shippers, consignees, and notify parties may for privacy reasons request CBP not to distribute name and address information, this data will be “sanitized” as necessary within the corresponding Bill of Lading party information records. In such cases, the values in each field of the Name and Address records (S01, S02, S03, U01, U02, U03, N01, N02, and N03) will be replaced with the word “SANITIZED”.
The following table illustrates how the output records will be structured within an Automated Manifest Download transmission. Additional notes are provided for clarification on looping structures.

For original manifest submissions, the Automated Manifest Download transmission will include the bill of lading transaction records (B01 through V03), and the Amendment record (A01) is not provided.
For amendment to delete or replace a bill of lading quantity, the A01 alone is included, and B01 through V03 are not included in this case. For amendments to add a bill of lading, the Amendment record (A01) is followed by the associated bill of lading transaction records (B01 through V03).

All manifest transmissions will include the shipper name and address information; additionally, the name and address will be included for either the consignee or at least one notify party. The S01/S02/S03 record loop is used for shipper information, the U01/U02/U03 record loop is used for consignee information, and the N01/N02/N03 record loop is used for notify party information. The Shipper Name/Address (S01) record is mandatory in this case. In addition, the N00 record loop is used to report information for secondary notify parties (SNP, Z1) and Customs Brokers (CB).

One or more D01 records may be grouped together and preceded by one or more Harmonized Nomenclature (D00) records, in which case the D00 records are applicable to the entire group of D01 records which follows (up to the next D00 record).
