Old Business:

  1. Reviewed claims – Dan Sanford reviewed the past month’s claims with the group and we saw that our number or claims went up slightly from last year, but several were “for information only” claims. There was two lost work time claims, one in the Police dept. and one in the schools.

  2. Status – grant monies – Marc (Biddeford Fire Dept.): Marc recently submitted for the second semi-annual grant to MMA for monies to help pay for items needed at the fire dept and he is waiting to hear whether the grant will be awarded. The deadline was April 30, 2009. Extra money and how that could be found for the second hydraulic stretcher was discussed.

  3. Status of Safety Committee Guides – Marcy: Marcy has completed the overall Statement of Safety policy, Workplace Violence Policy, Emergency Action Plan, Evacuation Policy, VDT Policy and Transitional Duty Policy. She is currently working on the Bloodborne Pathogen Policy.

  4. AED Machine Status – this has been put on a halt due to no money at this time.

  5. City Hall Safety – the installation of extra cameras and functioning panic buttons is complete. New locks were put on the outside doors and all appropriate personnel were issued new keys. Sprinklers are needed in City Hall, but due to cost, will have to wait for improvement in economic times. Hand sanitizer has been distributed with the flu threat and first aid kits have now been restocked.

  6. Research Outstanding claims – Massamont/MMA – I will be continuing to work with both Tom and Christian from MMA and Lorena from Massamont to bring whatever claims we can to a close before June 30, 2009 as they determine our new rates for next year. Ed MacDonald from MMA joined us and brought the 2009 At-A-Glance Training Calendar and the updated Online University brochure and informed us how to utilize the online training if that would work for our staff. The only concern we had with this was the login and password for each group and how that should be distributed. We summarized where we were with the loss control survey conducted by MMA on March 24, 2009.

New Business:

1. Pandemic Planning – a meeting took place between local health officials at SMMC and Public Safety management and regular management for the City of Biddeford to address concerns and structure a plan for the City in wake of the spread of the H1N1 virus worldwide. There was input and information from the State level as well on Pandemic preparedness. Several departments are keeping a watch and get regular updates on the spread of the virus in the State of Maine and we are attempting to stock up as much as vendors will allow on the necessary supplies

2. Merging with School Safety Committee - If we can bring our rate and severity of claims down, and commit to updated City wide practices, then we could become part of the “Leader Program,” which allows us to get points (and therefore $$) off our premium credits. Several of the new School Safety members joined us and gave us some great suggestions for planning the necessary training and how to communicate Safety information to school staff. Also, we reviewed the areas of the school that need the most attention as far as safety and the following areas were mentioned: usage/storage of chemicals, safe moving/lifting, fire extinguisher training/safety, art classrooms and materials, student safety and annual OSHA training.

3. Review/visit with Scarborough Public Works Department/HR Director: Brian Smith, HR Director for the Town of Scarborough, invited Ray Parent, Marcy Faucher and Martha Sumner to tour and learn about the Scarborough Public Works dept. They are members of the “Leader Program” and we wanted to see what practices they had instituted that helped them to participate in that program. We learned some interesting things that we will be sharing at our next meeting.

Facilities Report :

In the past several weeks facilities has worked on or completed the following items.:



  • Interviewing for the new city wide maintenance person is down to the last three candidates. Final interviews will take place during the week of 7/13/09.

  • Bob Bowden has retired  and we are gong to split his position into two part time positions here at city hall. Our plan is to hire some one from 7 A.M. to 11 A.M. to do general pick up in city hall and around the building . The second position will work a  5  P.M. to  9 P.M. to work along with Bob Clark to clean city hall . Bob Clark will work a 3P.M. to 8 P.M. shift and will not have to stay to cover evening meetings which eliminates overtime.

  • At the Community Center we have  been able to sell some services to the Adult Ed department which was formerly contracted out and with additional hours which were budgeted this year  we are able to increase custodial coverage on the weekends in the building.

  • Rotted wood was replaced in the front of City Hall and we are soliciting quotes to paint this area to match the rest of the brown area in  the front of the building.

  • A set of stairs were constructed in the rear of codes so that they had safe passage out in case of fire.

  • Summer clean up is going on at the schools. Projects at the schools include paint of class rooms at Primary School , masonry repairs and painting at the JFK School cafeteria and irrigation at the middle School fields.

  • Energy conservation measures at the JFK school has earned the School a designation as a ENERGY Star labeled building by the EPA  . It should be noted that energy consumption at JFK has been reduced 31% and Green house Gas Admissions by 61 MtCO2e from its original base line. Both the Biddeford Intermediate School and Biddeford Primary are close to receiving this designation. This will be one of the first schools in Maine to receive this award.
