Criteria


  • Project must

    1. be between $10,000.01 and $80,000


    2. be innovative in nature and new to the Cluster (Cluster Superintendent’s input required)

    3. have testing period of not more than a year

    4. have desirable educational outcomes and based on sound educational principles

    5. meet the approved categories of expenses (e.g. fund cannot be used for employment of personnel to perform instructional duties, engaging outside agencies and their representatives to conduct courses, and other vendor services) – ANNEX C

    6. In addition, for projects costing between $50K and $80K, project must involve collaboration and co-creation between at least 2 schools



  • Team must share learning (in the form of stories and insights) gathered from the experiment with other project teams at the cluster or zonal level and/or MOE ExCEL Fest.

  • Upon completion, resources created (e.g project blueprints, lesson plans, etc) must be made available online for sharing and downloading by other schools.

  • Status reports must be submitted to the MIF Secretariat (interim status report – 3 months after commencement of project, final status report – 1 month after completion of project).

INFORMATION ON MOE INNOVATION FUND – TIER 2

1. Applications for the Fund are open to all MOE Schools.


2. All proposals should be endorsed by and submitted through the Principal to the MIF Secretariat at MOE_Ideal@moe.gov.sg.
3. Where necessary, clarifications may be sought from the school. Representatives from the different HQ Divisions may also be consulted for their advice / input.
4. Principals will be informed of the results of the evaluation within two months of submission.
5. The approved amount will be given to the school through IFAAS. At the end of the current year, all unused funds will revert back to the Budget Unit. All prevailing financial guidelines will apply in the use of the funds.
6. For approved projects, an Interim Report and a Final Project Report are to be submitted to the MIF Secretariat (cc to the Cluster Superintendent). Upon receipt of both the Interim and Final Reports, the Cluster Superintendent will forward the copies to their DD.
7. On receipt of the Final Report, the Cluster Superintendent should arrange for the team to share their findings with other teachers. This sharing can be conducted at cluster or zonal level. The project team may also be invited to share learning outcomes with the SD I&E Committee or other HQ Divisions.

ANNEX C

Criteria for MIF Tier 2 Funding


  1. For funding to be approved, projects




  1. Should be innovative in nature;

  2. Should have desirable educational outcomes;

  3. Must be based on sound educational principles; and

  4. Meet the approved categories of expenses.

  5. At completion of the project, sharing must be done at the cluster or zonal level, and resources (e.g. project blueprints, lesson plans, etc) made available online for sharing and download by other schools.

  6. In addition, for projects costing between $50K and $80K :

    1. Must involve collaboration and co-creation between at least 2 schools;

    2. Must have strategic impact at minimally the cluster level;




  1. This fund can be used to cover operating expenses, including the purchase of materials that have a direct bearing on the implementation of the projects, e.g.

  • Postage, printing and stationery;

  • Software for data collection;

  • Purchase of instructional materials;

  • Development of instructional materials;

  • Prototype development and implementation; and

  • Construction of physical structures, e.g. special rooms or purchase of furniture and equipment which will be instrumental for the innovation;

  • Differentiated hardware that schools in the cluster have not used before and deemed essential for the project. The hardware requested for the project should lead to systemic benefits, and have the potential of scalability, across the cluster or throughout MOE.




  1. However, this fund is not meant to cover items such the following:

  • Employment of personnel to perform instructional duties;

  • Engaging outside agencies and their representatives to conduct courses; and other vendor services

  • Cost of teacher training; Overseas trips; Sponsorship of overseas speakers, trainers or consultants.

  • Purchase of hardware that is already commonly available in most schools, e.g. laptops, projectors, modems and other items covered by the ICT fund7;

  • Recurrent cost expenditure of past projects;

  • Mass production and mass deployment of activities, products, etc; and

  • Refreshments, prizes and tokens.




  1. Approved projects are monitored by the respective principals and superintendents. Schools have to submit a report to the superintendent and MIF Secretariat respectively at the end of the project, with a maximum timeline of one year. On receipt of the report, the superintendent could arrange for the team to share their findings with other schools, either at cluster or zone level.

3 Innovation is defined as creativity applied to a purpose, creating new value. Project outcomes can be classified as simple, audacious or radical and need not necessarily be large-scale.

  • Simple – Improvements to current processes and systems.

  • Audacious – Introduction of new processes and systems with high impact on results and involving major effort.

  • Radical – Aiming for breakthrough results that may require significant amount of capital, time and effort.

In addition, schools that adopt ideas from others and build on these ideas to fit into their own school context with adaptations can also apply for funding.


4 The Interim Report (Annex A) should be submitted 3 months after the start of the project. The Final Project Report (Annex B) should be submitted within 1month after the completion of the project.
