The IAWG-FIVIMS will have a Permanent Secretariat, based in FAO Headquarters and two executive positions: an IAWG Chair (which will be a multi-year position) and a Meeting Host Co-chair (which will rotate annually).



The objective of the FIVIMS Permanent Secretariat is to provide daily support to the implementation and expansion of the FIVIMS initiative at the national, regional and international levels. It is intended to facilitate communication between IAWG-FIVIMS members and among national and regional focal points in FIVIMS. It will provide technical and communication support to the IAWG-FIVIMS members and to the overall FIVIMS initiative at national and regional level as appropriate.

It will carry out the following activities in support of these objectives:



  • Maintain the list of members

  • Assist the host agencies/organizations in convening meetings of the IAWG-FIVIMS or of ad-hoc committees constituted to address specific issues;

  • Maintain records of the work of the IAWG-FIVIMS;

  • Transmit technical and policy recommendations issued by the IAWG-FIVIMS for consideration by the CFS;

The objective of the IAWG-FIVIMS is to achieve collaboration and cooperation among all member agencies and organizations in assisting national governments to develop food insecurity and vulnerability information and mapping systems, and synthesizing and sharing information at regional and international levels.
The IAWG-FIVIMS will in particular:


  • Develop an overall strategy for the establishment of food insecurity and vulnerability information and mapping systems at all levels;

  • Facilitate in a coordinated manner the development of food insecurity and vulnerability information and mapping systems at country level;

  • Ensure the exchange of information among member agencies and organizations, on all aspects related to food insecurity and vulnerability information and mapping;

  • Facilitate the sharing of existing databases among member agencies and organizations and the development and maintenance of a commonly accessible database on food insecurity and vulnerability information and mapping and its dissemination to all concerned, notably through Internet in a specifically designed home page;

  • Make technical recommendations regarding a minimum set of indicators to be used in the assessment of food insecurity and vulnerability at global level for consideration by the Committee on World Food Security (CFS), and encourage IAWG members to provide appropriate support for the generation of these agreed indicators at country level;

  • Provide technical inputs for the development and refinement of guidelines, manuals, tools and information materials related to FIVIMS, and promote dialogue with national governments regarding their use;

  • Identify scientific and operational issues, including data quality problems, which require further investigation, and suggest ways and means to address them;

  • Create ad-hoc groups as needed to carry out specific tasks;

  • Develop an awareness and advocacy strategy for end users of the FIVIMS; and

  • Carry out other related tasks.

International FIVIMS program

An international FIVIMS programme is being developed and coordinated through the Inter-agency Working Group on FIVIMS (IAWG-FIVIMS) to support both national and global FIVIMS. Membership of the IAWG currently includes representatives of more than 20 agencies and organizations, including bilateral donor agencies and NGOs. IAWG-FIVIMS has its Permanent Secretariat at FAO.

The FIVIMS Programme

One of the key steps towards achieving the 1996 World Food Summit goals in the fight against hunger in the world was the establishment of an inter-agency programme to be called Food Insecurity and Vulnerability Information and Mapping Systems (FIVIMS). FIVIMS is now well established and has members representing international and bilateral donors, technical UN agencies and NGOs. The IAWG-FIVIMS is supported by a Secretariat housed in FAO headquarters in Rome (Italy).

At the international level, FIVIMS is implemented through a diverse programme of activities that aim to support national FIVIMS and establish a common database and information exchange network, referred to as global FIVIMS

FIVIMS Initiative (from website, link to “About FIVIMS”)

Food Insecurity and Vulnerability Information and Mapping Systems (FIVIMS) are any systems that assemble, analyse and disseminate information on who the food insecure are, where they are located, and why they are food insecure, nutritionally vulnerable or at risk. The World Food Summit Plan of Action (WFS, Rome, November 1996) recommended that such systems be established at the global, national and subnational levels in efforts to achieve Summit goals of reducing undernutition and achieving food security for all.

The idea behind FIVIMS is that improved information can be actively used to produce better results in efforts to reduce the number of undernourished and achieve food security for all. The acronym FIVIMS refers to the overall framework and the concepts and ideas associated with it, and not to any one particular system or network of systems.

Goal of FIFIMS is to contribute to the reduction of food insecurity and
vulnerability through better inter-agency and national collaboration and
networking on food security information systems. The four general objectives
are to:

1. increase attention to food security issues


2. disseminate inter-agency consensus on best practices in food security
information and its use in action programs
3. facilitate collaboration of food security information systems among donor
and technical agencies
4. improve the performance of national food security information systems
via:
-networking across traditional sectoral food and health/nutrition efforts
-improving the quality of sub-national food security data, analysis and
mapping.
