Currently, the defined cut-off time on SHEX for in-house transfer and outward payment is combined as one cut-off time of priority payment. In order to increase the cut-off time for in-house transfer longer than outward remittance, we have to bifurcate the in-house transfer and outward remittance transaction into two separate transactions so that we can define the separate cut-off time on SHEX for each.
When the cut-off time mechanism defined on SHEX can recognize the type of payment transaction (i.e in-house transfer versus outward remittance), the separate cut-off time would be able to setup differently for each type.
This will be applied to the whole ASP region.
