  • A certified military acquisition professional with extensive experience in program management, acquisition management, policy analysis and development, financial management, logistics management and test engineering. Have served in assignments at levels up to and including the Department of the Army with responsibilities ranging from program execution to Department-level policy development and implementation. Served as a Defense Major Acquisition Program Manager for the Improved Army Tactical Missile System. Certified in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) as Level III in Program Management; Systems Planning, Research, Development and Engineering (SPRDE); and, Test and Evaluation. In the private sector, have provided consulting services to several federal government clients including the OSD, Department of the Army, and the US Coast Guard. Technical experience involves ground combat vehicles, support equipment, and advanced technology missiles.

  • Presently provides consulting service to a variety of clients both in the government and in industry, including the DoD, Department of Homeland Security, U.S. Coast Guard and the National Aeronautics and Space Administration. Lead analyst providing analytical support to DARPA sponsored Carrier Manpower Reduction Study (CMRS), which will determine manpower reduction strategies for Navy’s next generation aircraft carrier. Results presented to the Chief of Naval Operations. Project manager for development of enterprise wide strategies for the Navy’s JAG Corps. Oversight manager for development of manpower requirements and a billet level manpower transition plan for the Maritime Patrol community, incorporating Navy’s transition to the P-8 aircraft and fielding of the Broad Area Maritime Surveillance (BAMS) Unmanned Aerial Vehicle (UAV). Oversight manager for developing manpower and training requirements for the Fire Scout UAV program. Resulting Manpower Estimate Report approved by OSD.

Knowledgeable in both officer and enlisted forces, experience spans selection and classification of servicemen, recruiting strategies, professional development and career management, internal labor market strategies, assignment and distribution of inventories, training programming and execution, advancements and promotions, occupational standards, and compensation strategies. Lead instructor in Manpower, Personnel and Training courses of instruction. Lead analyst in developing Human Capital Strategies for the Navy’s Surface Warfare and Intelligence communities. Drafted doctrinal guidance and implementation strategies and aligned community road maps to DoD and Navy major strategic plans and directives. Performed in depth analysis of manpower requirements and necessary personnel strategies to optimally meet those requirements. Project manager for development of personnel classification standards, staffing requirements and a Human Capital Strategy for the DoD Counter Improvised Explosive Devices Intelligence Center. Project manager for initial Navy sponsored Training Front End Assessment for Littoral Combat Ship to develop a structured process to examine training requirements and identify alternative and cost effective approaches to training job tasks.
